Currently when Max Bounds is set, Fit Bounds is set to the same value as Max Bounds. As max bounds may be much bigger than the current window this probably shouldn't happen.

For example, we've set a specific zoom level to start on and this is ignored when Max Bounds is set.

This change may break some people's maps but the same result can be achieved by also adding the Max Bounds coordinates to the Map Centre option "Fixed Boundaries".
