Problem/Motivation

- We have a design for the Warming/Error Messages component and now it's time to implement this feature in the Olivero Drupal theme.

Proposed resolution

- Theme/style the out of the box Warming/Error Messages to match with the design for desktop and mobile breakpoints.
- Implement a "Close" button functionality that gives users the ability to close warming messages.

@kostyashupenko The styling of the status messages component looks great! We need to adjust the markup of the "Highlighted" region so that it has the correct container grid classes, however, this work can be addressed in a follow-up issue. Thanks again for contributing to this issue!
