Ahead of PHP 8, provide details of NOTICE and WARNING messages

Given that a lot of code that glosses over WARNING and NOTICE messages will ">start failing in PHP 8, it might be worth looking to see if these could be displayed somewhere prominent so they can be identified and fixed.
