In installed latest version in drupal 8.8.2.
When enabling it i get the error :

=> composer require drupal/carousel_block
Using version ^1.9 for drupal/carousel_block
./composer.json has been updated
...

=> ./vendor/bin/drush en carousel_block

In ConfigBase.php line 211:

carousel.settings key contains a dot which is not supported.
