Using Paypal Commerce Platform plugin with a sandbox account, and everything at default settings - when payment is completed in the Paypal popup form, the popup form closes and the checkout review page just refreshes instead of displaying the checkout complete page.

In the Paypal developer account I can see that the payment was made sucessfully and the notifications were received, but no order is created in Drupal.

I have the same issue when using the SmartPaymentButton on the cart page. The website I was working has altered the form and could not see the buttons for pay. Everything works as intended.
PayPal works for me if I use the drupal checkout process.

I had this issue too and the cause was a mismatch of currencies, causing payments to always be pending in PayPal. I was paying in US dollars but had set the sandbox merchant as UK - once I recreated the merchant as US the payments completed fully and the checkout flow progressed as expected. Might help someone else with similar issues!

I have the same problem and I think it's about currency issue. The checkout turn to completed process when I use the USD currency but when I use Philippine peso I always back to Review process. How can I use Philippine peso currency for checkout?

I solved my issue instead of using PayPal Commerce Platform I used PayPal - Express Checkout [LEGACY-DEPRECATED] plugin.

Like @kimberleycgm said, make sure you enable all currencies used in commerce in your paypal seller account. Currency mismatch makes the payment pending there are other reasons too, see my approach to fix that here: #3143995: Pending payments stuck on the review step without any message

@Problue Solutions
, please report more information about your case, otherwise nobody will be able to help.

You should check your logs as this should normally happen after the payment fails (and an error message should be shown to the customer).

If there's an issue due to the currency, I don't think the module should take care about converting the amount to a target currency...
