In order to make the Paragraphs report page (/admin/reports/paragraphs-report) accessible for non-admin users, I suggest we should use the existing permission 'access site reports'.

I'm experiencing the same issue with the Update Report Data page. Only the admins are allowed to see this. We want them to be able to access this page however, not all of the other settings listed on the settings page.
