There is a {{ dump(attributes) }} in the template toolbar-primary.html.twig.

Which causes you to get dumped output to the UI similar to :
object(Drupal\Core\Template\Attribute)#8082 (1) { ["storage":protected]=> array(0) { } }

I've removed this and attached a patch.
