Add support for non-interactive batch jobs

Batch Jobs is run from a user interface. For cron jobs or Drush commands there is a small amount of code that is needed. There should also be an example Drush command. It is also possible to limit the number of tasks run with a cron job to spread out the load although this does not have to be covered by the example.
