Remove commented code in TimeSlotFormatter class file.

In the TimeSlotFormatter class file, we have a commented code in line number 30 and 36. It should be removed as it's not a good practice to keep commented code. It will also be nice if line 35 can be removed as well as variable $x is not being used in code anywhere.
