Once you have created a tooltip, using the CKEditor plugin, it's not possible to re-edit the text of the tooltip.
It would be nice to have the feature of editing at anytime. It should be similar as, for example, the Link plugin, that you can click on the text and then on the button, and you can then edit what was there.

I'm not so familiar for creating a patch file - but it is very simple.
In /tooltip_ckeditor/src/Form/EditorTooltipDialog.php just insert these some lines after $form['attributes']['title'] = [..] so the result is:

 $form['attributes']['title'] = [
      '#type'     => 'textarea',
      '#title'    => $this->t('Enter Text:'),
      '#required' => TRUE,
    ];
    // get value user entered before
    if (isset($form_state->getUserInput()['editor_object']['title']))
      $form['attributes']['title']['#default_value'] = $form_state->getUserInput()['editor_object']['title'];

Thanks Revathi for this nice module !!
