To allow #3076948: Add Password Policy patch to Guardr Core (allows future patches to be added) to work, the Guardr Project on Github needs to have some additions documented below added to the composer.json.

This is not needed per testing in https://www.drupal.org/project/guardr_core/issues/3076948#comment-13234369. Confirmed that the build works and the Password Policy patch applies successfully!
