Add checkbox to delete all revisions of a node

Problem/Motivation

As described in #3072960: Port node_revision_bulk_delete to D8 and merge to node_revision_delete, this task if for creating the additional checkbox in /node/[nid]/revisions/[rid]/delete which allows user to delete all revisions of the current node.

Proposed resolution

Use hook_form_node_revision_delete_confirm_alter() to add the checkbox

Remaining tasks

Port the D7 form to D8

User interface changes

- Add a collapsible fieldset displaying the option to delete prior revisions
- Additional checkbox in /node/[nid]/revisions/[rid]/delete
- A table listing out prior revisions
