Guardr profile cannot be installed due to an empty config/sync directory

"drush site-install guardr" fails.

Error -

The configuration synchronization failed validation.
This import is empty and if applied would delete all of your configuration, so has been rejected.

The config/sync directory appears to have been added in commit 041a530:
