Since the change to gitlab the link to the charter doesn't work anymore

The proper link should be:

I have updated the link so it points to https://git.drupalcode.org/project/governance/blob/master/charters/techn... . Unfortunately, it seems Gitlab does not support rendering HTML artifacts as HTML, so the link currently shows the plain-text version of the document, unless Gitlab Pages is enabled.
