Rebuild JavaScript inclusion and configuration file when configuration changes

I saved configuration, and then added the Hotjar site ID.

I noticed (after three days!) that i had to clear cache for the JavaScript file saved to sites/default/files to include the Hotjar site ID. This is definitely with the file itself, not the page calling/including it.

Ideally saving configuration ensures this inclusion/configuration file is rebuilt immediately.
