Problem

The Open Street Maps provider is hardcoded in a lot of places but may not be available everywhere or may not be desired.

Solution

Allow a developer to configure which plugin should be used or allow them to specify an order of preference.

There is a geolocation_provider setting for this but it's not respected everywhere.

Additionally some field configurations specify both openstreetmaps and googlemaps. However, a user may wish to use the google_geocoding_api instead.

I've used the patch attached to brute force the change for now.
