Remove the commerce shipping patch included as its already been merged in

I was able to test this with a clean instance and was able to replicate the issue. The patch being applied is conflicting with the commerce_shipping module.

I applied this patch using composer, then removed the commerce_shipping module and checked out the 2.x-dev branch from git and all functionality is working as expected. I'm not aware of how to test this using composer directly, as composer attempts to patch commerce_shipping dependency before it applies this to remove said patch. Happy to try other means of testing if someone can propose one, but I'm satisfied that this patch resolves breaking circular dependency issues.
