The base Smart Content module should define a menu link that other related modules can group their links under.

Smart Content now adds a parent link under Admin > Structure that lists all of its child links.

The fix for this was somehow not included in the beta release. It needs to be re-added so that users have a way to access Smart Content Segments from the UI.

Re-committed the menu link changes so there should be a "Smart Content" link under the "Structure" menu.
