Problem/Motivation

Part of #1577902: [META] Remove all usages of drupal_static() & drupal_static_reset() effort. This line drupal_static_reset('taxonomy_term_count_nodes'); exists in \Drupal\taxonomy\TermStorage::resetCache(). But no code sets that static cache, there's no taxonomy_term_count_nodes() function in core. It was probably left there after a refactoring.

I checked the assumption in the issue summary and yes this seems like a useless line.

The patch applies to 9.3.x also so switching that version

If tests on 9.3.x come back green I will RTBC
