adding the block to a node, the chat shows up but not the tribune message, is this by design ?

What do you mean ? New messages do not show up ? Do you have caching enabled ?

I mean the tribune message section, this is what it's called in the admin, the default guideline text that shows up above the posts.

Oh, yes the message is not displayed in the block... I found that the block was too small for that

Okay so yes it's by design, I suppose you could just create another block and display it on top of the tribune block if you want that, it would probably be more flexible anyway.
