Problem/Motivation

Currently, there is a lot of code/assumptions that when a list of "modules" is returned it includes installed profiles as well.

This can be quite confusing and difficult to manage as profiles are technically a unique and specific type of extension all on its own.

The only reason they're included with modules is due to legacy code debt and supporting BC.

It's not clear to me why this is postponed.

I'm honestly wondering if we need an issue to discuss the future of profiles in the world of recipes and site templates.
