I was able to submit a form using a trial version of JAWS and I even could submit the form using the Gnome's text-to-speech functionality. I added some changes in other MRs that introduced enhacements on this, I'll mark this as "Needs Review for now".

I'll mark this as Fixed, though no change was commited here.
