Thanks for the patch. The feature should not impact existing Drupal 7 websites and the feature is functionally doable. The patch looks okay so I went ahead and committed it to the dev branch.

I split out the fixes for the test failures into a separate issue #3020835: Tests fail: table taxonomy_term_hierarchy does not exist and committed the changes. The patch in #5 (without those fixes) now should be used.
