I tested this on 9.4.x and was not able to reproduce this error. There are no steps to reproduce but it seems straightforward to edit the menu settings on a unpublished node. I also tried with content_moderation enabled and again could not reproduce.

Therefore, closing as cannot reproduce. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").

Also couldn't reproduce anymore right now. note that this was about a pending draft, so just an unpublished node is not enough, you need to make a published version, then a draft, and then make changes, which I thought isn't possible, but it happily accepted it now for me.
