When there are not rule sets, the list of the rules is replaced by the word "None"; something like "There are no rule sets" would be better.

avpadernoOr it misses an "Active rule sets", like there is an "Active rules" in the triggered rules page.

fagoRule sets can't be inactive, so "Active rule sets" is probably not the best choice. Perhaps Available rule sets or let's just take the "There are no rule sets" option.

avpadernoI made a patch for this.
When there are no rules, the table header is shown the same (like path.module does with the list of path aliases), but then the "There are no rule sets." message is shown.
Tha patch is made for the development snapshot of August 30.
