I think expected behavior should be to use default values from field instance settings on import. As it is now, you will not have a good time if no country is mapped in the feed, even if a default country is configured for the target entity.

Same patch with #2672774: Feeds integration: support mapping option "language" integrated, uploaded for drush make reasons. Can be ignored for the issue at hand.
