Port in block_field's field formatter logic, use block theme layer

In conjunction with #3002372: FieldItemList::equals() false positive which addresses saving plugin configurations on field items, this patch ports in the logic in block_field's FieldFormatter that respects these settings, such as label_display, and renders the built block through the block theme, allowing its label and other "traditional" block markup to be used.
