I am working on a site for a client, and one task I need to complete is the ability to have the user search for a node that was assigned to a city. So something like I want a node within 10 miles of "zipcode" or I want a node in "City, State".

Is there a module that could help me out with something like this? What would be the best way to achieve it?

Please see the location module. Last time I checked it had this feature.
