I can confirm this (drupal 7.59, ubuntu server 16.04). Never changed anything explicitly, maybe a module update(?). Also after update to 7.60 no conversion, not with imagemagick, nor with gd.
pdf file gets registered in private file system, converted jpg not. Before, they did without a problem.

Update: I found a solution. Imagemagick changed their policy, you have to explicitly the policy.xml file. See https://stackoverflow.com/questions/42928765/convertnot-authorized-aaaa-... for details.
Maybe it is a good idea to tell this in the docs?
