D7 testing broken

I reran the d7 branch tests, and things appear to be working fine. There is likely something wrong with the patch, as Im unable to find anything on the infra side that indicates anything fails with d7.

This wasnt a failure that was related to drupalci having issues.

The D7 test runner is currently broken again. Because there were no commits since Dec 2019, no one noticed until now.
Also, we need php 7.4.x tests added.

seems like the tests started working again.

Please open new issues, instead of reopening old ones.

Check www.drupal.org/node/3060/qa first, to see if d7 head is broken, which it was, in this case.
