hook_commerce_shipping_methods_alter() has been removed and is no longer invoked.
Please subscribe to ShippingEvents::FILTER_SHIPPING_METHODS ("commerce_shipping.filter_shipping_method") instead, and use the FilterShippingMethodsEvent to filter the list. Refer to the commerce_shipping_test submodule for an example.
