Steps:
1) Navigate to Comments
2) Observe the Text format box

Actual:Comments: Text format heading in the bottom box is missing,also the definition text is missing below it.

Expected: The missing text and heading should be displayed.

Click on the text format link it will open the tab in the new window where you can see the text definition
