[META] Port Minify to Drupal 8

Problem/Motivation

Minify is currently in 7.x , it needs to port it to D8

Proposed resolution

Make minify.info.yml file

Make minify.settings.yml file

Make minify.schema.yml file

Add more tasks in the form of issues here

Remaining tasks

Make it run in D8.
