Build out initial template for the Resources detail page (node view)

Based on the designs that we determine in #2945141: Create initial designs to present to the Diversity & Inclusion team we will need to make sure that we successfully incorporate these changes into a Twig template/styles for the Resources template.

This is part of the 2.0 launch requirement.

Acceptance Criteria

We should create a separate twig function for teaser and for the full content as they differ between the Views listing (separate ticket) and the actual node view page (this ticket).

• Main content section (includes main content and breadcrumb) should be 6 columns on desktop/tablet.
• Main content section (includes main content and breadcrumb) should be 12 columns on mobile (full-width)
• Font size should be 16 pixels (for content), line height should be 1.3
• Link color should be #2A7AE2 for all types of links (active/visited/etc.). Links should have an underline text decoration.
• "Visit This Resource" button should be 3 columns on desktop/tablet and full-width on mobile.
• "Visit This Resource" button should link to the required link field on the Resource content type.
• For transparency, we should render where the link is going below the button. This could be constrained to a certain number of characters.
• Only the listed fields from the design should be rendered. There are additional fields on the content type that do not need to be shown.
• The "Type" taxonomy should render with icons (from FontAwesome 4).
