Problem/Motivation

We've announced that we're dropping PHP 5 support in #2842431: [policy] Remove PHP 5.5, 5.6 support in Drupal 8.7. This issue exists to coordinate things we can remove like PHPUnit 4 and some polyfills like paragonie/random_compat and as a placeholder to add @todos in code so that we can ensure things are cleaned up.

This issue should be postponed until 8.7.x.

Closing as a duplicate of #3053363: Remove support for PHP 5 in Drupal 8.8. All the things mentioned in the IS and #2 are being done as followup child issues of that one.
