The entityqueue module suffers from this same paper cut but it isn't a core module so I feel like the threshold should probably be lower here.

In short telling a user they have to do something without giving them a way to discover that content in question is a frustrating experience.

Yep, that is indeed very frustrating and something that needs improvement.
