As of 8.4, Media module is in core, but it is hidden by default in the modules UI. We need to resolve some other issues in order to turn it back on.

Since these issues do not appear to be feasible for 8.5.0, there's a UX stop-gap solution proposed at #2936293: At least inform content authors where they can list and add media to work around the lack of widget support in 8.5.
