When configuring the workspace upstream, it will be useful to be able to select a value from a pre-defined list of repository handler plugins, especially for remote repository handlers which need to share the same authentication credentials, for example.

The concept of repository handlers is being removed for now from the core module in #2958752: Refactor workspace content replication plugin system to three services, so moving back to the contrib queue to decide what we're going to do with this.
