Problem/Motivation

\Drupal\KernelTests\KernelTestBase::bootEnvironment() contains some code to set up e.g. $this->siteDirectory and the public file path which is then later overridden by \Drupal\KernelTests\KernelTestBase::setUpFilesystem().

Proposed resolution

Remove the dead code.

Not sure why this is considered dead code, unless the thinking is that a test needing 'file_public_path' should set that up themselves. But, as the test failures show, and I retested with 9.4.x, this is working as designed.

Therefore, closing. If that is wrong, reopen and explain what needs to be done.
