Perhaps I am too stupid for this Module. ;-)
Here admin/structure/popup_onload/manage/fields I can manage the fields.
Here admin/config/user-interface/popup_onload I can manage settings.
But where can I add a new PopUp???

You can create new popUp on admin/content/popup_onload page.
