Allowing visitors to register and requiring them to verify their email address results in a new user being created upon registration that is active.

Replicating the same steps using the UserRegistrationResource end-point as an anonymous user (cookie based – see https://www.drupal.org/node/2858482 for why anonymous REST calls are broken) we end up with a blocked user instead of an active user.

This means that once the user receives their reset password email they can not actual reset the password as they are blocked.
