As far I understand the code of this module, the background image has to be with fixed dimensions in back and front end.
It should be great, if the tooltip positions were in percentage and not in pixels, like this, this paragraph component will be responsive, so will work with any size of the background image.

Tooltips icons are in position absolute in the patch, relative to the background image.
And in percentage.
I also set a fixed size for Ctools popup, like this it displays correctly in mobile too.
Please review.

Thank you for your good notice. I've updated plugin according to your request. I'm sorry that I haven't applied your patch completely, unfortunately it breaks existing tooltips
