Since #2851478: Move server's http service config symlinking out of Provision_Config class. I'm seeing the symlink being created way too often.

Even in a git-checkout call I noticed these ..

Executing: ln -sf '/var/aegir/config/server_master/apache.conf' '/var/aegir/config/apache.conf'
Created symlink for apache.conf on vbs02 [notice]
Loading mysql driver for the db service

Moving it to the verify_server_cmd() function seems more logical ...
