FPP is in the process of adding support for deploy, let's add support for when they do.

FPP has added a services resource, so lets add support for it.

Add rules components for adding / removing FPPs to deploy plans.
Add view for managing FPPs on admin/structure/deploy/content/fieldable-panels-panes

Note that this patch requires the one on #2163581: Add Services Resources.

This adds the rules components as well as the view, however I cannot get the bulk operations form to show up on the view for some reason.

Finally figured out why the vbo form was not showing up on the view, fixing that, and cleaning up the export.
