i replaced the nice_menus_default.css with the unchanged version, and still have this phenomenon. in firefox 3 the menu is expanded, in ie not. i dont want it to be expanded without mouseover...

its in the zen starterkit theme, but also in garland.

I can't replicate this issue. I'm assuming Drupal 6.3?

I'm actually getting this with Drupal 5.5 and Nice Menus 5.x-1.2 in a very slightly modified Barron theme. (So this may or may not be relevant to the 6.x version problem.) It's not precisely right in either browser, though - in Firefox they start and stay expanded regardless of mouseover. In IE, they start expanded, but mouseover makes them disappear again. Tinkering....
