Incorrect hash when altering hash elements

Maksuturva module provides way to alter hash values before generating the redirection form, but there's an issue when the items are removed from hash array due to being empty and re-added in alter - the hash does not match anymore.

If we move the hash value array cleaning block below alter, it works again.
