This is a follow-up to #2641632: Refactor simpletest's *_phpunit_*() (and junit) functions etc. to a class, deprecate

We'll need to reconcile improvements from simpletest.module's *_phpunit_* with the refactored PhpUnitTestRunner and JUnitConverter.

We'll also need to improve the docblocks to PhpUnitTestRunner and JUnitConverter, to, for instance, spell out the {simpletest} schema in the arrays returned in JUnitConverter and other such good doc needs.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main.
