Follow-up of #2907108: Skip checking read only fields for changes.

We have both methods ::isReadOnly() and ::setReadOnly() in \Drupal\Core\TypedData\DataDefinition, but are not really using the ::isReadOnly() method to prevent data from changing. We also have the exception \Drupal\Core\TypedData\Exception\ReadOnlyException, but it is not being used as well, except that the documentation of \Drupal\Core\TypedData\TypedDataInterface::setValue() says, that the exception might be thrown.

We should define exactly what is the expected behaviour of the read-only flag und when it could be user or when it should not be used and what is its purpose.
