Looks like there are issues with Group Operations block populating if you aren't using Bartik or region 'sidebar_first'. Also, if you move Group Operations from 'sidebar_first to another region looks like it breaks?

I am having same issue. I am using diffrent theme, other than Bartik. Group Operation block won't show if you switch theme, Its only works for Bartik.

So place it in your theme using the block administration page? Group can't possibly know about all the themes out there, which is why it's only placed in the Bartik theme out-of-the-box.,
