Drush command to configure time options for the minimum age to delete revisions

Problem/Motivation

We can configure by the user interface the time options for the minimum age to delete revisions, but this is not possible through a drush command.

Proposed resolution

We need something like this:

Set the maximum time for "Minimum age of revisions to delete" configuration to 30 days:

nrd-minimum-age-to-delete-time 30 days

Shows the time configuration for the minimum age to delete revisions:

nrd-minimum-age-to-delete-time
